Universal Biometric ID (UBID) system

In Henry J. Boitel's last Biometric Bits - The Key to Identity Management, he mentioned the proposal for a Universal Biometric ID (UBID) system, saying that A UBID is indispensable to filtering illegals from the population and would also make their movements and other activities more cumbersome. How about the cost and the performance of such system?

A universal ID system won't stop terrorism, and let's first define the word "Terrorism" first Bush and Blair are the biggest terrorists. This ID system might help to manage other problems like identity theft and fraud.But the biggest threat i think will be the security of the huge biometric databases they will be major targets of hackers, I am sure there are ways and means to create such a system wherein its registered users' identities are safeguarded. The problems are much more systemic than just having an ID and I am not 100% sure that a universal ID is the answer.
